Generally, you need to have an account with one of the lead underwriters. The two lead underwriters are JP Morgan Chase and Merrill Lynch. You can try calling JP Morgan or Merrill Lynch but it is unlikely that a "common investor" will be able to pick up any shares pre-IPO. "Hot" IPOs are generally reserved for the best customers.
Other Underwriters: Lehman Brothers, Bank of America Securities, Citigroup Global Markets, and Sandler O'Neill Partners.
